much confidence that they would consent to inaugurate a

change of this kind, or if they did X consent to a formal

change, would supply the necessary machinery to make it

effective in preotics.

I have read with pleasure Mr.Fox's refutation of the

charges publicly brought by the Chief Justice of Hongkong

against the British Consular Officials in Canton, and I

venture, with due deference, to express the opinion that

Sir F.Pigget'e remarks were both uncalled for and inaccu-

rato.
